Jackson McNeill represents clients in a variety of land use and environmental matters, including obtaining approvals and entitlements, assisting with post-approval compliance, and engaging in land use and environmental litigation. Jackson has extensive experience representing clients before a variety of administrative bodies and regulatory agencies, including the California Coastal Commission, the State Water Resources Control Board, DTSC, the Public Utilities Commission, and various city councils, planning commissions, and other state and local discretionary bodies.
Prior to Elkins Kalt, Jackson worked at a boutique land use firm in Santa Monica and as in-house counsel at one of the nation’s largest utility companies practicing energy and regulatory law.
Recent Highlight
JCCrandall, LLC v. County of Santa Barbara — Cal.Rptr.3d —- 2025 WL 23541. In a landmark land use and cannabis case, Jackson successfully obtained a published decision in the Court of Appeal overturning a conditional use permit (CUP) for cannabis cultivation where transporting the cannabis required the use of an easement over the client’s neighboring property. The court held that the case implicated the client’s fundamental vested property rights and that–notwithstanding the state and county permitting scheme–cannabis remains illegal under federal law and the client could not be compelled to allow cannabis transportation over her property without her consent.
