Franklin Muñoz is an associate in Elkins Kalt’s Land Use and Environmental practice group. His experience includes litigation involving California housing, land use, and environmental law. He also focuses on entitlement applications and appeals, environmental regulatory compliance, and development project due diligence.

Prior to joining Elkins Kalt, Franklin served as a deputy city attorney for the City of Los Angeles, where he worked on litigation matters involving the California Public Records Act, planning and zoning law, and the California Environmental Quality Act (CEQA). Previously, Franklin worked as a litigation attorney at an international law firm, where his representative matters included False Claims Act (FCA) investigations, healthcare administrative appeals, and commercial contract and tort actions.

While in law school, Franklin was an active clinical student at the East Bay Community Law Center, where he defended clients facing eviction actions and supported policy initiatives in the areas of affordable housing production and community economic development. He also clerked for the Oakland City Attorney’s Office, San Francisco City Attorney’s Office, and California Attorney General’s Office, where he gained experience in the areas of civil rights litigation, enforcement of local building and safety codes, and California’s unfair competition law (UCL).
