Experience

Caroline Lee has significant experience representing clients in a variety of environmental and land use matters. She routinely advises on and represents clients in land use entitlement and permit proceedings, zoning, General Plans, regulatory enforcement actions, water rights disputes, and the purchase, sale, and leasing of contaminated property. She has experience with both litigation and regulatory counseling on matters concerning state and federal environmental law, including CEQA, NEPA, Porter-Cologne Water Quality Control Act, Clean Water Act, Coastal Act, CERCLA, and RCRA. She also has experience representing public clients on a variety of issues including regulatory compliance, land use, procurement, public finance and revenue (Proposition 13, 218, and 26), and governance-related matters.

Prior to joining Elkins Kalt, Caroline worked in private practice in the San Francisco Bay area and previously served as a judicial law clerk for the Honorable Edward M. Chen of the United States District Court, Northern District of California. While in law school, she clerked for the White House Council on Environmental Quality, Office of General Counsel as well as the United Nations Development Programme with Fiji's Department of Environment where she helped draft the Nation's first recycling regulation. She also received the Certificate of Specialization in Environmental Law for advanced curricular training.
